Environmental impact assessment and other environmental protection administrative licensing information of the project
In 2011, the company entrusted Qingzhou Fangyuan Environmental Impact Assessment Service Co., Ltd. to carry out the eia work of this project and prepared the eia report, which was approved by Weifang Environmental Protection Bureau on December 31,2011. The approval number is [2011] No.303. Main project completed in October 2013, and on May 5,2014, Weifang environmental protection bureau binhai economic development zone branch of trial production of approval, approval document number for Weifang diesel bin ring try word [2014] 7, the project into the trial production stage, in January 2015 to Weifang binhai economic development zone bureau submitted the acceptance application report, and on June 13,2015 to environmental acceptance approval, approval document number for Weifang diesel bin ring test [2015] no. 6, into the formal production stage. On August 15,2018, the second phase of the project was independently accepted. During the production period, the company has applied for the discharge permit (913707005845191988001V) to ensure that the enterprise is sewage.
3. Emergency response plan for environmental emergencies
According to the Interim Measures for the Management of Emergency Plan for Environmental Emergencies and the Measures for the Administration of the Ministry of Environmental Protection, the company shall compile emergency plans for environmental emergencies and report them to the environmental protection department for the record.
4. The construction and operation of pollution control facilities
(1) Waste water and pollution control facilities
The wastewater production capacity of this project is about 4.5m3 / d, which is mainly domestic wastewater. The waste water is treated by the company's sewage treatment pool and used for greening after reaching the standard.
(2) Waste gas and pollution control facilities
The waste gas produced in the production process of this project mainly includes organized waste gas and unorganized waste gas. Organized waste gas mainly includes calcination waste gas of petroleum coke calcination section, dust waste gas of calcination furnace, dust waste gas of raw material, product packaging, storage section, and ammonium sulfur drying waste gas. The organized waste gas is denitration by SNCR, efficient cloth bag and dust collector, and is discharged to the standard after desulfurization treatment by ammonia desulfurization tower. It is currently running normally. Unorganized waste gas mainly refers to the unorganized waste gas in the calcination workshop, natural volatilization of stored materials, dust generated by vehicle loading and unloading and transportation, slight leakage of workshop equipment and pipelines, etc. The dust in the calcination workshop shall be removed by the bag dust collector. The rest of the installed dustproof shed and no power fans should be designed, manufactured or selected according to the national standards, and used after inspection, in the process of use, found corrosion is serious, not standard, timely replacement, and quickly replaced according to the correct operation mode, to ensure normal use, to avoid the occurrence of pollution.

Environmental impact assessment and other environmental protection administrative licensing information of the project
In 2018, China Carbon Energy (Jiangsu) Co., Ltd. entrusted Jiangsu Zhisheng Environmental Technology Co., Ltd. to carry out the eia work of this project and prepared the eia report form, which was approved by the Environmental Protection Bureau of Ganyu District on April 3,2018 (Ganhuan Table Fu [2018] No.44). The construction scale of the project is an annual output of 840,000 tons of calcined coke, providing waste heat 864000t / a, which is divided into two phases. The first phase is 280,000 t / a, the waste heat 288000t / a; the second phase is 560,000 t / a, and the waste heat 576000t / a. The production line of 280,000 tons of carbon products and waste heat comprehensive utilization for the first phase of the project has been completed and commissioned on September 6,2019, and the independent acceptance opinion of completed environmental protection was obtained on September 2,2020. On January 21,2020, the pollutant discharge permit (permit number: 91320707MA1T6KYT65001V) was obtained, and the second phase of the project is not under construction yet.

4. The construction and operation of pollution control facilities
(1) Waste water and pollution control facilities
In this project, no production wastewater production, wastewater is mainly domestic wastewater and initial rainwater. The treatment scale of integrated domestic sewage facilities is 15m3/ D. The domestic sewage is treated by the integrated equipment of the domestic sewage in the plant for the centralized treatment of the sewage treatment plant in the industrial park. The wastewater quantity of phase I project is 3072m3(10.24 m3/ D), the treatment scale of the existing domestic sewage integrated facilities is 15m3/ d can meet the requirements of wastewater treatment of the phase I project.
(2) Waste gas and pollution control facilities
The waste gas produced in the production process of this project mainly includes calcined waste gas and workshop dust waste gas. The calcined flue gas is treated by "SNCR denitration + waste heat boiler + carbon powder adsorption dust removal + cloth bag dust removal + secondary ammonia desulfurization + fog remover purification", and is discharged at high altitude by 79.9m high exhaust cylinder. The dust removal rate of this set is not less than 99%. It is currently running normally. Dust waste gas mainly refers to the dust generated by the unloading, transportation and screening of raw materials in the calcination workshop, calcination furnace, coke discharge and conveying after calcination, and crushing, storage and packaging of finished products. Calcined dust waste gas is treated by "SNCR denitration + waste heat boiler + carbon powder adsorption dust removal + bag dust removal + secondary ammonia desulfurization + fog remover purification", and is discharged by 79.9m high exhaust cylinder. Dust waste gas from other processes is collected through the negative pressure of the upper gas collecting hood, led by the induced draft fan to the bag dust collector system for treatment, and then discharged at high altitude through the exhaust cylinder.
