II. Project environmental impact assessment and other environmental protection administrative licensing
In 2011, our company entrusted Qingzhou Fangyuan Environmental Impact Assessment Service Co., Ltd. to carry out the EIA work of the Project and prepare the EIA report which passed the approval of Weifang Municipal Ecology and Environment Bureau on December 31, 2011, with the approval number of WEIHUANSHENZI [2011] No. 303. The main work of the Project was completed in October 2013, and was approved by Binhai Economic Development Zone Branch of Weifang Municipal Ecology and Environment Bureau for trial production on May 5, 2014, with the approval number of WEIBINHUANSHIZI [2014] No. 7, and then the project has been in the trial production stage. Our company submitted an acceptance application report to Binhai Economic Development Zone Branch of Weifang Municipal Ecology and Environment Bureau in January 2015 and passed the environmental protection acceptance on June 13, 2015, with the approval number of WEIBINHUANYAN [2015] No. 6, and then the project has been in the normal production stage.
III. Contingency plan for environmental emergencies
According to the Interim measures for the management of contingency plan for environmental emergencies and Administrative measures for the filing of contingency plan for environmental emergencies of enterprises and institutions issued by Ministry of Ecology and Environment of the People’s Republic of China, our company has prepared a contingency plan for environmental emergencies and reported it to the Ministry of Ecology and Environment of the People’s Republic of China.
IV. Construction and operation of pollution control facilities
(1) Wastewater treatment facilities
The production capacity of wastewater (mainly the domestic wastewater) of the Project is about 4.5 m3/d. The wastewater is transported to Chongjie Sewage Treatment Plant for treatment by Binhai Yuhuan Environmental Sanitation Company.
(2) Waste gas treatment facilities
The waste gas produced in the production process of the Project mainly includes organized waste gas and unorganized waste gas. Where, the organized waste gas mainly includes calcination waste gas in petroleum coke calcination section, blanking dust waste gas in calciner, dust waste gas in raw material and dust waste gas in product sub-packaging and storage section and ammonium sulfate drying waste gas. The organized waste gas is subject to SNCR denitration, dust removal by the high-efficiency bag filter, and desulfurization by ammonia desulfurization tower before being discharged up to standard. It is operating normally at present. The unorganized waste gas mainly refers to the unorganized waste gas in calcination workshop, natural volatilization of stored materials, dust generated by vehicle loading and unloading and transportation, slight leakage of workshop equipment and pipelines, etc. The unorganized dust discharged in the calcination workshop is treated by the bag filter. If dustproof sheds or unpowered fans are installed for treatment, they shall be designed, manufactured, or selected according to national standards in China, and used after passing the inspection. During the use, they shall be regularly inspected and tested. If severe corrosion and nonconformity are found, they shall be replaced in a timely and correct manner to ensure normal use and avoid pollution.
V. Discharge information
It includes the names of major pollutants and characteristic pollutants, discharge methods, quantity and distribution of discharge ports, discharge concentration and total amount, non-conformance to the standard, as well as the implemented pollutant discharge standards and approved total amount.
